Research Programmes

Project title : Preparation of Environmental Criteria for Management of Solid Waste in State Shelter Development Projects

Research category : Environmental studies related to urban development

Time frame: 1999 July to March 2001

Funding status:
Total allocation: Rs 600 000
Allocation for year 2000: Rs 300 000
Anticipated finance for year 2001; Rs 300 000
Agency; 100% from GOSL under the Public Investment Program

National concerns and project interface: The Ministry of Forestry and Environment has prepared a draft concept paper and issued In 10th June 1999, proposing a National Strategy for Solid waste management. The said paper identifies haphazard disposal practices linked with poor management of solid waste as the major environmental issue at present which needs national level concern. Accordingly, the proposed national solid waste management strategy is based on the waste disposal, waste avoidance, and reduction and recycling.

Especially in urban areas, solid waste management has become a critical environmental issue. The authorities are in desperate need of in-depth knowledge based on research on the nature of solid waste issue, the level of environmental impacts and criteria for effective solid waste management in state housing projects, as at present there is no separately defined solid waste management strategy available for urban housing schemes.

This project is a part of the research needs recognized in the National solid waste Management Strategy and is designed to provide in-depth knowledge on the environmental management system required for public housing projects in urban areas through research. The research findings will be transferred to various implementation agencies in the Ministry of Urban Development Construction and Public Utilities such as UDA, Sahaspura etc.

Project implementation : by the Special Environmental Studies Unit

Research goal : Development of a solid waste management guide for management of solid waste in state initiated shelter development projects based on the urban ecosystem carrying capacity concept.

Research description : The project aims at studying the following in detail

  • Ecosystem processes associated with solid waste generation in the public housing schemes.

  • Study on solid waste management activities leading to environmental issues.

  • Urban environmental resource values and the resultant environmental impacts due to improper solid waste management.

  • Setting environmental criteria levels for management of solid waste.

  • Development of environmental quality management guidelines to achieve set criteria levels for the effective management of solid waste.

Project title : Evaluation of Environmental Impacts of Metal Crushing Industry and Formulation of Environmental Criteria to Develop Guidelines to Mitigate Associated Ill Effects

Research category : Environmental studies related to construction sector

Time frame: 1999 July to March 2001

Funding status:
Total allocation Rs 500 000
Allocation for year 2000: Rs 250 000
Anticipated finance for year 2001: Rs 250 000
Agency; 100% from GOSL under the Public Investment Program

National concerns and project interface: The rapid growth of the construction industry has led to increased use of construction materials, and one among those is metal aggregate. The high demand for metal aggregate has resulted in blooming up of metal crushing industries in residential areas in an adhock manner rendering environmental legislation ineffective. Furthermore, growing demand in using of crushed stone as an alternative for river sand will also be a contributory factor to future growth of the metal industry.

The Environmental Division realizing the environmental impacts for the residents due to improper location and operation of existing crushing industries, launched this project to study the environmental status of the existing industry with the aim to develop an environmentally friendly planning and management systems for the industry.

Project implementation : by the Special Environmental Studies Unit

Research goal : Development of environmental management criteria for metal crushing industries located in residential areas.

Research description : The project aims at studying the following in detail

  • Environmental status analysis of metal crushers located in residential areas and effectiveness of present environmental legislative system.
  • Analysis of health and environmental Impacts of the industry.
  • Development of site selection and pollution control criteria for metal crushing industry.

Project title: Environmental Aspects of Use of Dolomite Lime as an Alternative to Coral Based Lime

Research category: Environmental studies related to construction sector

Time frame: Feb to July 2000

Funding status:
Total allocation: Rs 251000
Allocation for year 2000: Rs 251000
Anticipated finance for year 2001; to be decided
Agency; 100% from GOSL under the Public Investment Program

National concerns and project interface: Mining coral for manufacture of building lime has resulted in severe coastal erosion and with the increased growth of construction industry this valuable resource is dwindling rapidly. National concern has already been focused on to this major environmental problem and to develop alternatives for coral lime as a solution to stop illegal coral mining.

The building materials division of NBRO set up a field scale investigation to select suitable alternative lime resources and found that Dolomite has a high material potential as suitable alternative source. Based on these findings 9 potential sites were investigated for material suitability and resource availability for the said purpose.

In connection to this the special environmental studies unit of the Environmental Division carried out a detailed environmental analysis of the use of dolomite as an alternative source for coral lime.

Project implementation : by the Special Environmental Studies Unit

Research goal : The study intends development environmental management framework for environmentally sustainable resource extraction

Research description : The environmental analysis covered the following

  • Environmental significance of continued extraction of Coral lime
  • Resource value of dolomitic lime, it's availability, potential impacts on the other industries which use dolomite as a raw material
  • Environmental aspects related to different technologies used for extraction and processing of dolomite lime
  • Initial environmental assessment of sites proposed for the extraction of dolomite
  • Legal frame work for Environmental Appraisal of the dolomitic lime industry
