With the establishment of the NBRO in 1984, the Administration Division commenced with a skeleton staff of 03 personnel. Therefore, a need existed to strengthen the Division in order to provide the essential support services for the Technical Divisions of the Organisation. Basic administration matters and management of human resources require a systematic administration.
After appointing a full time Head, Director Administration and essential staff for the Division in 1990 the functioning was streamlined. The NBRO is a multi-disciplinary body with a high percentage of professionals on its staff. However, a continuous exodus of the staff, especially to the private sector, has been a serious problem to the Organisation.
Since the resignation of Director Administration in year 2005 the Division was run by a Head, Senior Executive under the guidance of Director General. From year 2008 the Administration Division was renamed as Human Resources Management Division.
Consequently, there is pressure demand for replacement of skilled staff in the Technical divisions. This has made personnel planning and recruitment more or less a continuous activity. The rapid loss of trained staff has particularly been a matter of grave concern to the Organisation and in this context the Human Resources Management Division plays a major role, to remedy the situation, apart from its other routine activities.
All possible avenues for career development and advancement within and outside the Organisation have been kept open for the Scientists, with a view to retaining the skilled staff for their motivation.

DIVISIONAL STRATEGIES
- Make suitable new appointments in scientific, technical and supporting cadres to meet the requirements of various Divisions
- Provide foreign and local training and upgrading of skills of staff.
- Provide backup support to technical Divisions to carry out their project work efficiently.
- Identify suitable locations for field stations, draft and negotiating of the contracts, mobilize infrastructure support.
- Repair and maintain buildings and infrastructure and managing security and cleaning services.
- Manage transport and maintenance of vehicles.
- Expand the present library to a well equipped resource centre by updating the present library stock and computerizing the library system.
- Advertise institutional capabilities and achievements through suitable media.
