Project I - Landslide Hazard Mapping Programme (LHMP)

Sri Lanka is frequently affected by hydro-meteorological and related disasters such as Cyclone, Flood, Landslides, Storm Surge, Drought, Coastal Erosion and Epidemics.

Landslides which are often triggered by intense heavy rains are an increasing problem due to development activities and urbanization. In Sri Lanka, there are major areas in seven districts (Nuwaraeliya, Badulla, Ratnapura, Kegalle, Kandy, Matale and Kalutara) which are prone to landslide. with the technical and financial assistance from UNDP/UNCHS Landslide Hazard Mapping in Badulla and Nuwaraeliya districts had been carried out by the NBRO. Preparation of hazard maps for Ratnapura and Kegalle districts was completed by NBRO and the Kandy District Mapping is in progress under the Government Grant.

The main objective of the LHMP was to identify areas vulnerable to landslide hazard and establish good engineering practices in planning and construction through consultancy services, creation of public awareness, introduction of guidelines to ensure proper construction procedures with the ultimate aim of landslide hazard mitigation.

Project II - Sri Lanka Urban Multi-hazard Disaster Mitigation Project (SLUMDMP)

SLUMDMP has been established on the initiation of the Asian Disaster Preparedness Center (ADPC) as one of the projects under the Asian Urban Disaster Mitigation Program (AUDMP) funded by the USAID. Partner agencies are NBRO, Urban Development Authority (UDA), Centre for Housiong Planning & Building (CHPB) and ADPC. (technical output from NBRO and UDA)

Phase I - Establishment of sustainable public and private sector mechanisms for disaster mitigation in Sri Lanka

Duration - 1st October 1999 to 29th February 2000

Budget Allocation - US $ 285,000

Outputs

  1. Development of multi-hazard and vulnerability mapping for Ratnapura Municipal Council, Nawalapitiya Urban Council and Kandy Municipal Council.
  2. Mitigation action plan for Ratnapura MC and Nawalapitiya UC.
  3. Emergency Management Response Plan for Ratnapura MC.
  4. Publishing of guidelines for construction in disaster prone areas.
  5. Institutionalization of natural disaster mitigation training.
  6. Public awareness including school programmes in the Sabaragamuwa Province, Nawalapitiya UC, etc.
  7. Institutionalization of integration of disaster mitigation in the planning process.

Phase II - Replicating Stage

Multi-Hazard Mitigation

  • Natural Hazard Mitigation Unit in the proposed Physical Planning Authority and implementing resolutions of the Policy Workshop
  • Converting of construction guidelines into building codes.
  • Awareness for professionals on building codes.

Training and Public Awareness

  • Further training on Planning Guidelines for UDA Planners
  • Natural Disaster Mitigation (NDM-2) training by CHPB
  • Natural Disaster Mitigation (NDM-3) training by CHPB
  • Natural Disaster Mitigation training by SLIDA
  • School teachers programme - Post evaluation
  • School teachers programme  - Publish hand book

Information & Networking

  • Development of web pages for CHPB and NBRO
  • Publish guidelines for planning in disaster prone areas developed by the UDA

Project III - Investigation on instability of the area around Kotmale reservoir and application of stabilization techniques to a selected soil mass

Duration - 3 years starting from December 2001.

Grant - Rs.986,625/- funded by National Science Foundation

Objectives

  • To prepare a detailed engineered geological map of the area around Kotmale area.
  • To monitor the rate and direction of soil creeping into the reservoir with respect to the climatic changes, ground water level fluctuations and pattern of the annual precipitation.
  • To detect the earth tremors induced by the minor and major mass movements taken place in and around the Kotmale reservoir.
  • To stabilized a selected unstable portion of the reservoir abutment with the use of advanced engineering and non-engineering methods.
  • To implement remedial measures to avoid damages to human lives and their property due to s sudden over flow.

Project IV - Resettlement procedure in the Upper Watershed based on the Landslide Hazard Zonation

Duration - 6 months

Grant - 4.7 Million funded by Upper Watershed Management Project, Ministry of Forestry and Environment

Objectives

  • Identify the areas prone to landslides in the upper watershed and to categorise them in accordance with the risk level i.e. high risks, moderate risks and low risks.
  • Carry-out detailed field investigation in the areas at high risks of landslides and map them in an appropriate scale.
  • Identify the lands which have to be protected from human activities and to implement stabilization measures in order to avoid possible slope failures and to relocate the affected communities.
  • Cary-out a socio economic survey in order to establish suitable resettlement procedure and/or to control the human practices on hill slopes with the introduction of slope stabilization measures and reservoirs.

Note : This project is yet to be commenced. Awaiting Ministry approval..up

Project V - Establish 2 community projects on Landslide Preparedness in Nawalapitiya Urban Council Area

Duration - One year starting from 30th October 2001.

Grant - Rs.713,812.50 funded by the Intermediate Technology Development Group (ITDG)

Task of the Project

  • Risk reduction of Dolosbage rockfall.
  • Improvement to drainage system in Dolosbage and Soysakelle.
  • Prevention of forest fire in Dolosbage.
  • Introduction of systematic land-use practice.
  • Conducting a skill development programmes for persons engaged in the construction sector of Nawalapitiya.
  • Establishment of a suitable toe protection method to Soysakelle landslide.

This project is conducted with the co-operation of Human Settlements Division.
