National Building Research Organisation (NBRO) receives requests from developers for their building construction activities through Project Approving Agencies such as Urban Development Authority (UDA), Department of, Coast Conservation and Coastal Resource Management (CCD), Central Environmental Authority (CEA) and Sri Lanka Tourism Development Authority (SLTDA) for obtaining a clearance from NBRO for the proposed development activities including pilling and deep excavation. The main objective the clearance is to assess the impacts of a particular proposed development to adjacent properties and surrounding environment especially during the construction of the building. The requirement is enacted by the UDA as per their newly published Gazette.

 

The clearance of NBRO is a written statement with comments issued to a developer who submits the request to NBRO, including completed required documents.

 

This Standard Operating Procedure (SOP) was developed by NBRO to standardize the activities performed under the Geotechnical Clearances Process. This document will provide step by step procedure for each and every activities of the programme.

 

STAGES OF THE APPLICATION

There are three main types of clearances;
 

Category 01 Application [C1] “Preliminary Clearance”

In cases where the developer requires specific guidance during the pre-construction stage of the development and/or developer has not conducted detail investigation/ designs and calculations, the NBRO issues a Preliminary Clearance with recommendations for the developer to carry out its pre-construction work without delaying the process upon the request of respective project approving agency. Category 02 Application [C2] “General Clearance” - to Commence Pilling and Deep Excavation (Sub-Structure Works)

When detail investigations are completed and finalized the project, the NBRO issue a final clearance based on the submitted documents to commence the pilling works and deep excavations. Download Application

Category 03 Application [C3] “Compliance Clearances” - for projects which are completed the Construction of foundation and excavation works

In general, the developer should obtain the NBRO Clearance prior to the commencement of construction. In addition, construction work has already commenced, but in cases where, developer is required to make sure the process and procedure to minimize the impacts on adjoining structure, the Developer needs to obtain the NBRO Clearance, C3 Application has been introduced to issue the No Objection Clearances. Download Application
